
The original charter document was drafted in 1974 and presented to the voters at the primary election in May of that year. It took effect January 4, 1976. From that point on, it has never been reviewed or amended.
There was outdated language, requirements that have become very challenging with use of modern technology, positions that are no longer needed with new reporting requirements and the need to reform the timing relating to finance and budgets.
It is over due for an overhaul/update.
